Terry founded McMillen Engineering Inc. in 1977. He graduated from West Virginia University, where he earned a Bachelor of Science Degree in Civil Engineering.
Terry is a Registered Professional Engineer and a Registered Land Surveyor.
A past president of the Pennsylvania Society of Professional Engineers-Fayette Chapter, Terry was also the organization’s secretary-treasurer.
He is also a member of the American Society of Civil Engineers, National Society of Professional Engineers, and Pennsylvania Society of Land Surveyors.

Terry E. McMillen, Jr., PLS, Owner/President, received an Associate Degree of Engineering Technology from Penn State-Wilkes Barre Campus. He is a Registered Professional Land Surveyor and is responsible for all survey projects. Terry started his career with McMillen Engineering Inc. in 1986 as a part-time surveyor. In 1994, he was promoted to survey party chief. In January 2009, was promoted to Vice President of Surveys. In January 2013, Terry was promoted to Vice President. In April 2020, Terry was promoted to President. He currently serves dual roles as President and Chief of Surveys.
Terry is a member of the Pennsylvania Society of Land Surveyors, on the Executive Committee of the Pennsylvania Society of Land Surveyors, and the National Society of Professional Surveyors (NSPS). He was awarded the Distinguished Service Award by the Pennsylvania Society of Land Surveyors. He was Honorably Discharged from the United States Marine Corp.

Jim began his professional career at McMillen Engineering Inc. in 1996. He was promoted to Vice President of Engineering in 2009, then promoted to his current position of Vice President in April of 2020.
He received a Bachelor of Science Degree in Structural Design and Construction Engineering Technology and an Associate Degree in Architectural Engineering Technology from Pennsylvania State University. Jim is a Registered Professional Engineer.

Tammy joined McMillen Engineering Inc. in 2007 as Senior Project Planner.
She earned a Bachelor of Science Degree in Political Science from St. Vincent College and a Master of Arts Degree in Regional Planning and Geography from California University of Pennsylvania.
Tammy has several years of experience in interpreting and enforcing building codes and possesses in-depth knowledge of local, state, and national building codes. Her experience and expertise allows her to effectively review construction plans, conduct inspections, and issue permits.
She is a member of the Pennsylvania Planners Association and the American Institute of Certified Planners. She is also a Certified Building Code Official.
